Stronger Oversight Needed Before Shifting Home & Community-Based Services into Managed Care

California Health Advocates joined 60+ organizations in urging the Department of Health Care Services (DHCS) to pause plans to move California’s home and community-based services (HCBS) waivers into managed care. The letter warns that managed care plans are not yet prepared to meet the needs of older adults, people with disabilities, and medically fragile children who rely on these services. It calls for DHCS to first strengthen oversight, close existing access gaps, and ensure strong consumer protections.
